Dulin is an NPC within the ⏣ Hanging Court. The player can talk to them to begin the Beyond the Wall quest. Talking to them unlocked the Secret Railroad Pass recipe at The Forge. This NPC will only show up after you have reached heart of the mountain tier 7.
