The Dwarven Tankard is an EPIC Decoration item, obtainable from Hornum.

Obtaining

To obtain the Dwarven Tankard, talk to one of the NPCs in the ⏣ Dwarven Tavern and then type "burp" in the public chat (note: party chat, guild chat, and private chat will not work) - this will only be visible in chat to players who are also in the ⏣ Dwarven Tavern area. A player can only receive one Dwarven Tankard.

Once obtained, you can repurchase the Dwarven Tankard from Rusty for 100,000 coins.
