The Scarecrow is a COMMON Sea Creature that can be fished up one hour before a Spooky Festival and one hour after, when the player is  Fishing IX (9) or higher.

Spawning

The Scarecrow can be fished up from Water while the Fear Mongerer is in the ⏣ Village. It requires  Fishing IX to be fished up.

The base Weight for the Scarecrow is 1000.
